Experts want forced hospitalization for Breivik

The new experts appointed in the case against Anders Behring Breivik , Agnar Aspaas and Terje Tørrisen, want him to  be committed to an institution in order to do a new evaluation of his mental condition.

After the Oslo District Court decided to appoint two new experts on January 13, several counsels have asked that Breivik be committed to a mental institution or another place suitable for examinations.

The Oslo District Court have received the recommendation from Tørrissen and Aspaas, where they both ask for a judicial observation of Anders Behring Breivik in order to secure a broad mapping of his behavior and function over time and in contact with other people.

"Observation over time by health professionals will give a different and much broader basis for court psychiatric observation rather than an observation that is only based on conversations with experts," Tørrisen and Aspaas explain.

The Oslo District Court will present their conclusion once all parties have submitted their answers, and the deadline for submissions is Friday, Irene Ramm, Information Chief at Oslo District Court, tells Aftenposten.

At the same time as the deadline for answers regarding forced hospitalization passes, Oslo District will pass the defense attorneys appeal over the appointment of new experts to Borgarting High Court.

Neither the defense attorneys nor prosecutors asked for new experts. However, the Court listened to arguments from several of the councels who though it would be necessary to appoint new professionals in order to clear up any uncertainties regarding Behring Breivik’s mental state.
