If the reason is that their parents do not have a good command of Norwegian themselves, the children should be sent to kindergarten, the integration committe states. It is their command of the language at kindergarten age which will determine how well they will succeed in their future working life, the Committee believes.
The proposal will be presented by the head of the committe, Foreign Minister Jonas Gahr Støre, to the Labour Party's National Board at its meeting on Wednesday.
