The agreement was reached during a meeting between Foreign Minister Jonas Gahr Støre og Poland's Foreign Minister Radoslaw Sikorski in Oslo on Friday.
The two have developed a joint working paper which will be the basis for what is called "a joint, step-by-step and balanced approach" to the issue.
During his visit, the Polish Foreign Minister also delivered a lecture at the Nobel Institute, entitled "Euroatlantic secrity architecture - Poland's contributions and expectations".
